Commemorating the Golden Jubliee of Conversion and Dhamma Deeksha Movement of Babasaheb Dr. Ambedkar

On Ashok Vijaydashmi 2006 we are completing the 50 yrs. of the world famous historical conversion to Buddhism. We are also celebrating 2550 yrs. of Buddha- Dhamma and 23rd Birth -Centenary of Samrat Ashoka the great this year. A sea of Humanity (aprox. 2.5 Million) renounced the spirit of inequality, the inhumane Hinduism (a religion of Brahmins based on infallibility of shastras) and embraced the path of Equality-Liberty-Fraternity-Justice, of prosperity and humanhood from 14th Oct. 1956 to 6th December 1956 under the leadership and guidance of our liberator Babasaheb Dr. Ambedkar.

This was the biggest ever Religious and Cultural Revolution in the history of mankind. The revolution was to free the untouchables, shudras and others from the tharldom of the Brahminal Social order (BSO) based on Varna and Caste. The Dhamma Kranti based on Pradnya-Shila-Karuna aims at the reconstruction of the Indian Society based on Equality-Liberty-Fraternity-Justice. We have already adopted 1 man 1 vote by virtue of our Parliamentary Democracy, now we should aim at 1 man 1 value in all walks of Life = Prabuddha Bharat. Not only Buddha’s path shown by Dr. Ambedkar can achieve Social Democracy in India; but Buddhist Communism can also show the world the path of Economic Democracy in this era of Globalization.

The 1st World adopting unbridled materialism and individualism can also find mental peace and world harmony in Buddha’s Bahujan Hitay Bahujan Sukhay! The problems of racism, terrorism, naxalism, ethnicity can also be solved by establishing right relationship between man and man by the Noble Eight Fold Path. In all, Buddha’s Dhamma offers “solution” to all “Dukkha” of Mankind. This is the vision we have to share on the Golden Jubilee of Dhamma Deeksha, 2550 yrs. of Buddha Dhamma and 23rd birth centenary of Samrat Ashoka the Great. The vision is from Prabuddha Bharat to Prabuddha World. This would however require a strong commitment to raise ourselves to raise humanity.

Fellow Humanbeings,

wish all of you wisdom, peace, prosperity, happiness and a better future on the eve of 119th Birth Anniversary Celebrations of Dr. Babasaheb Ambedkar! Humanity all over the world will be celebrating this 14th April 2010CE [Ambedkar Jayanti] with a great hope for the future of 'Common Destiny of Humankind'. We are almost a decade into the 21st Century. Many thoughtful people amongst us are worried above the 'era of uncertainty' 'age of hyper future' of 'Common Destiny of Humankind & Mother Earth'. These apprehensions have arisen due to uncertainty which Humankind & Biosphere will face due to 'demiurgic powers of technoscience'. This will arise due to the invincible development in genetics, micro-electronics, bio-electronics, nanotechnologies, pico-technologies; artificial intelligence visa a vis human intelligence. This angst is much realistic with the high level of chemical pollution, genetic pollution and unbounded pollution caused by micro-organisms; coupled with the changes in biosphere. Nuclear sciences, nuclear technologies & biotechnologies pose fundamental, moral and ethical questions with issues like cloning, inter-breeding of species etc. Energy crisis, water crisis will be insufferable for a larger section of world population which itself is projected at high of 9.5 billion to 11.3 billion in 2050-60CE. These will be new global challenges in the 21st century in addition to worsening poverty, hunger, pandemics, uncontrolled urban growth & global warming. What future the future of 21st Century has? This is the quest which is haunting the minds of many.




The future of Democracy as a principle and institution has to be redefined due to globalisation, Transnational Corporations and institutions like IMF, WTO, World Bank. Life-science companies in the bio-industrial world will necessitate the enlargement of Democracy from the individual to genetic level. The issues of discrimination, exploitation, conflicts, rights, freedoms are very much real and unresolved. Democracy is confronted with i) notion of citizenship ii) absence of democratic society iii) democratic culture iv) Constitutional morality v) glaring



inequalities both national and global vi) tyranny of majority over minority, and vii) undemocratic institutions of globalization.



The Human Rights [HRs] with the principle of dignity of individual and inalienable rights and freedoms have given a new governing principle for humanity. There is now a shift from mere 'rule of law ' to 'rule of Human Rights'. Over 60 Covenants and Conventions have been so far declared, but their implementation still eludes the humanity residing in 194 member’s states of the world. "Right are nothing unless Remedies are provided", the pragmatic wisdom spelt out by Dr. B. R. Ambedkar holds true for this most vital issue of HRs. It also face the incorporation of genetic rights as HRs. In the current crisis which is a global one the future of our Democracy, Human Rights, work, cities, biosphere and our generations all have become uncertain.



All these new challenges are being created by the journey of 'industrial society to a cognitive society'. Emergence of ‘Biological World to a Virtual world’ has not yet been able to solve till today the crime against humanity. These crimes are caste genocide, racial genocide, ethonicide etc. Now new crimes against humanity like genetic genocide, cross-breeding of species, genetic based discrimination [genecism], new racism [which may create new type of social, cultural, educational and urban apartheid] are knocking the mind of inhumanity.



These 'inhumane minds' may lead to the 'notion' of genetic superiors vs. inferior humans due to genecism, dividing human race into 'supermen' & 'subhumans'. This may put the future of human species itself into perpetual jeopardy. Certainly the Human values would be undermined.



All the above global crisis have created '9' sufferings [dukkha] of world humanity. They are 1) casteism 2) racism, 3) ethnicism 4) gender discrimination 5) ir-religiousness in religions 6) religious & cultural conflicts 7) economic exploitation 8) environmental exploitation and 9) demiurgic technoscience.



These are the nine sufferings of humankind some old, some new but all human made. Humanity is crippling under these sufferings & sorrows. Why these sufferings have arisen? What is the cause of dukkha (suffering)? Why does the dukkha arise?



The dukkha arise due to wrong thinking (understanding), wrong conduct (action) and wrong institutions (systems) of humankind. They are the product of wrong mentality and wrong actions. They are the product of wrong relationship of

humans, which lead to degradation, insult, oppression, exploitation, and exclusion of Man by Man (GN).



The future of 21st century upon which we are pondering over is quite uncertain to many. The menace quite real and potential. The crisis is such that can change the course of human history and that of mother earth. These are so because Man (GN) is living with a self-destructive mentality. Already the 'notions' of caste, race, ethnicity which are rooted in culture and religion prevail in the 'mental structures' - the irrational & imaginative realm. The conflict of class, rooted in the 'desire' of a selected few to ripe the benefits of material-science and 'degrade' fellow human beings is still a blatant reality. Religions instead of making the life of humans better, speculate upon the creator & liberation of soul. The liberation of Man (GN) is not their object. A lot of ir-religiousness of institutions of priesthood, religious economy, enslavement of women & men are guarded with evil by many of them. Religions like Hinduism (brahmanism) sanction 'caste'. This is denying dignity and progress to the Dalits, Tribals, Nomads, Backwards and even women in India. It is degrading their human existence in the era of Human Rights unabashedly. The religious and cultural conflict between the Muslim World & Christian World orchestrated by Zionism has led to wars, terrorism and unrest in the world. The unbridled privatization by globalization has increased inequalities and exploitation of a large section of humanity. The enormous wealth generated by globalization has benefited only 1/3 of humanity. The one upmanship to become super power between former USSR, USA and now China has already witnessed nuclear race which has now been joined by France, Britain, Israel, India, Pakistan, North Korea & Iran. To make the life of humans more and more comfortable the line between comforts & opulence is fast fading to oblivion. We never understood that not high standard of living but a high standard of culture is what gives happiness. All this with the urge of Man (GN) of a total mastery over earth & universe, armed with 'demiurgic powers of technoscience' may now put the future of humanity & biosphere itself to destruction.



All the above is not an over critical view or a pessimistic view of our future but a 'perception' which is quiet real. Optimism if based on realism can design a way for ward. The future of humanity can be 'wisely & safely" sailed through this crisis of uncertainty. Solution is there. We have to understand it and act to make life of humans better and sustainable on mother earth. For this we require not only forward thinking or a vision of future but an "Enlightenment" which can come only by the New Revolutionary Ideology of Humanism - Ambedkarism. Let us understand that the future is not only a "world of mind" redefining the way in which we think about the future. Neither that of "society of minds' as Paul Valery said, but that to attain to the 'culture of mind' as Dr. Ambedkar envisioned in Buddha And His Dhamma. Man is what his mind makes him, extolled Babasaheb. Ambedkarism can provide a 'solution' to this crisis of 'age of hyper future'. What is Ambedkarism?



1) Ambedkarism is a Movement of Liberation of Man (GN) in this life, suffering in the insulted, inhumane, irrational, unscientific, unjust and unequal social order; to establish right relationship between Man & Man (GN), Man and Biosphere in an 'Ideal Society' of Justice-Liberty-Equality-Fraternity based on the New Revolutionary Ideology of Humanism (Manuski - Manavtavad).



2) Ambedkarism is a Philosophy of bringing a Revolutionary Change in the

Caste-Class-Race-Gender System by the Ideology (thought & action) of Humanism (Manuski - Manavtavad) and establish a New Social Order which is Just, Equal, Equitable, Scientific, Sustainable, Rational and Humane, thereby liberating Man (GN) in this life.



3) Ambedkrism is a Philosophy which brings about Social and Cultural Transformation (Total Revolution) upholding Humane and Democratic Principles of Equality-Liberty-Fraternity-Justice keeping all round development of Humanbeings as the vision and goal.





Ambedkarism Aims At : The Blue Struggle is for :



1) Establishing the Kingdom of Righteousness on earth, that is nothing but permanent Goodness. Such a reconstruction of Society is based on Dhamma.

2) Casteless and Classless society based on Equality - Liberty - Fraternity and Justice in all walks of life.

3) Achieving equality not merely between Man and Man but also between Man and Woman.

4) Annihilation of brahmanism not only as a philosophy but also as a social order.

5) Constitutional Democracy, Social and Economic Democracy forming the base

of Political Democracy.

6) Man (GN)as the unit of Constitution.

7) Achieving the soul (essence) of Democracy - 1 man 1 value by Constitutional

Law.

8) Economic Equity not only amongst individual but between group of people i.e.

classes by Constitutional law.

9) Guaranteeing safeguards of reservation, Self-Rule to the disadvantaged by

constitutional remedy.

10)A scientific, sustainable, rational and humane culture of society - i.e. a New

outlook towards men and things; life and universe.

11)Becoming a Governing Class for Humanism.

12)Liberating the Mulnivasi Bahujan Samaj and Women from the thraldom of bso

(brahmanical social order) and making them the masters of their own destiny.

13)The reconstruction of National Societies and International Order on rational,

scientific, sustainable, equitable and egalitarian basis.

14)A 'New Human Order' which is wise, thoughtful, just, reasoned, rational,

truthful, scientific, sustainable, egalitarian, compassionate, moral and welfaristic

i.e. in short humane and enlightened.



Dr. Babasaheb Ambedkar - 'Ideal' of World Humanity :

Dr. B. R. Ambedkar, the 'Father of Constitutional India'; the 'Vanguard of Human

Rights' and the 'liberator' of insulted and oppressed humanity [Dalits, Tribals,

Nomads, Backwards, Minorities,Workers & Women] is also a 'World Visionary'. It is he, who envisioned the 'Life of Humans' in a wholistic perspective, and the

Reconstruction of world social and economic order based on equality, liberty and

faternity. Dr. Babasaheb Ambedkar, as 'enlightened human' reminded that the object of religion must not be to explain the origin of god or universe but to remove the sufferings of Humankind. He build new foundations of a Humananitarian Culture and Civilization based on 'Democratic Constitution' [social, economic & political Democracy] and 'Dhamma for Humankind' [Enlightenment & Humanism]. He completed his Ph.D. from Columbia University, D.Sc. from London School of Economics & Bar-at-Law from Greys Inns, London.

humanity. This great personality is embodied in a learned Doctor, an eminent Scholar; a Statesman; a Socialist Democrat; an Emancipatory Economist; Political Leader of masses; a Compassionate Pragmatist; the Greatest Humanitarian Revolutionary and a 'World Visionary' much ahead of his time.



How the 21st Century can Enormously Benefit World Humanity :



The 21st century can benefit the world humanity and life on earth enormously with revolutionary frontiers of science and technology. But when it recognises that "man is the maker of history". Time may suggest possible new ways but to step on the right one is not the work of time. It is the work of man (GN) and that environmental forces whether impersonal or social if they are the first, are not the last things. Who has knowledge must have virtue (sila). The effect (creation) is the result of action (kamma) of humankind. The 'good moral order' for benefit of humanity can be a reality only by good actions of humankind. Only in this way the 'Moral Order of the Universe' benefiting humanity and life on earth can be maintained. Such a 'Moral Order of Universe' can be achieved by perfection of body, perfection of speech and perfection of mind which leads to success in morals, success in mind and success in view. Today much is spoken of 'ethics' to save humanity from the peril of demurgic powers of technoscience. Let it be proclaimed that it was Buddha who made 'Man & Morality' (GN) as the centre of his Dhamma. Morality is Dhamma and Dhamma is morality is what the Buddha enunciated. Dhamma is social. Dhamma is righteousness to establish right relations between humans in all spheres of life. This life is the life of human beings on earth. Dhamma is nothing if it is not an instrument of government. The purpose of Dhamma is to 'reconstruct the world' and remove the sorrow and sufferings of humanity. Conflict between 'classes' is constant and perpetual. It is this 'social conflict' which is the 'root' of all sorrow and suffering in the world was wisely told by Buddha the great. It is only by adopting Dhamma as 'way of life' that this sorrow, sufferings can be removed and humanity can be made happy and earth sustainable. For this Man (GN) requires to walk on the 'middle path', of Buddha. Pradnya (understanding as against superstition and supernaturalism), Karuna (love, compassion) and Samta (equality) alone can make a good and happy life on the earth. All this is been outlined as the Philosophy of life by Dr. Ambedkar in 'Buddha And His Dhamma'.

Only Right thinking (understanding, view, vision), Right conduct (action, morality, ethics) and Right system (governance, institutions) can save humanity from the crisis of supernaturalism of 'demiurgic technoscience.' Intellectuals all over the world are of the view that 4 solutions can pull us out from this crisis. According the them they are 1) Eduction to all 2) Ethics (social contract, natural contract, cultural contract & ethical contract) 3) Urban Policies, and 4) Human Rights.



All the above are no doubt required.But what has to be reflected upon is; What type of Education? How Ethics can be made a functional reality without Dhamma as the governing principle of human life? How Human Rights can be realized without remedies for their implementation?



We require Education not merely for building up forward thinking capacities or knowledge societies but also to buildup a 'Democratic Society' and 'collective human intelligence'. Urban policies must be an integral part of educational, economical, population, health and work policies, which can ensure 'decent and dignified existence' of all human beings [and in particular those degraded] as told by Dr. Ambedkar. World social and economic order must be based upon the principles of liberty, equality and fraterntiy. This will ensure Equality with Equity & Dignity and achieve salvation of world. Human dignity must be the fundamental principle of bioethics and all developments in science & technology must be based on the recongnition of 'life' of human being on earth. It must recognise the sustainability of biosphere. Political Democracy i.e. 1 Man 1 Vote, 1 Vote 1 Value is not sufficient, what is required is 1 Man 1 Value in all walks of life. Therefore Social and Economic Democracy must be the base of Political Democracy. HRs cannot be realised without the reconstruction of national societies on Democratic principles [Equality, Liberty, Fraternity, Justice]. Only Democratic Constitutions based on 'rule of Human Rights' can implement them. For this UN must take shape of 'World Governing Body" and nation-states act as sovereign federal units on a common Constitution of World. A new 'Global Governance' is required to be build up for all these.

These all can be achieved by Dhamma [= Humanism = Ambedkarism] as the governing principle of human life.



A New Human Order Based on Ambedkarism is the Durable Solution :



A 'New Human Order' is to be established. An order which is wise, thinking, just, reasoned, rational, truthful, scientific, sustainable, egalitarian, compassionate, moral, ethical an welfaristic - that is, Humane & Enlightened. This can be achieved only by Ambedkarism. Law, constitution, science & technology, economics, education, culture and religion [must] be made human centered. There is no way out but to adopt the principles of equality-liberty-fraternity-justice as way of life. The principles of Humanism and Human Rights must be ensured. The way out is to adopt the religion for humankind with man & morality (GN) as 'centre' and welfare of humankind as 'end'. A religion of truth and science, of modernity, sustainability and of universal human brotherhood (can say sisterhood). A religion which teaches that to be religiose is to be social, moral, welfaristic and futuristic. A religion which brings revolution by a change in the mind of Man : altering his disposition (GN). Only such a religion must be made a religion for humankind.Only the 'Dhamma' of Buddha qualifies on the above principles & values and therefore must be the religion of World Humanity. Humanity for its own good must think on it.



To build up such a 'Human Society' four type of changes as strived for by Dr. Ambedkar are to be brought. They are : Vaicharik Parivartan [Change in thinking, thoughts, understanding, view, perception, vision]; Achar Parivartan [Change in conduct, action, ethics]; Mansik Parivartan [Change in notion/mental change]; and Vyavasta Parivartan [structural, institutional, governmental changes]. It requires a movement based on the message of

Dr. Ambedkar, Educate ! Agitate !! Organise !!! A Global Movement of Humanism based on Ambedkarism.



Only Ambedkarism which is a 'New Revolutionary Ideology of Humanism'

can do so. A Humanitarian Revolution which deconstructs/destroys the undesirable for the reconstruction/creation of desirable principles, values and systems within limited span of time. It is a revolution without bloodshed. The 21st century requires such a revolution to overcome not only the revolution of technoscience but also to win over yesterdays man made evils [of casteism, racism, ethnicism, religious fanaticism, economic exploitation].



Only the Global Ideology & Movement of Ambedkarism can establish a Blue World under the Blue Sky which is Humane & Enlightened and ensure a wise & safe destiny of Humankind & Mother Earth in the 'Age of Hyper Future' of 21st Century. Let us all adopt it for our better future. All are welcome to Rajnangaon, Chhatisgarh, India on 14th & 15th April 2010 in the National Celebration of Dr. Ambedkar & Mahatma Phooley Jayanti.

Introduction Camps

BAMCEF’s Amravati (Maharashtra) unit organized one day activist training camp on 14th Feb. 2010 successfully. This training camp was for the employees who are engaged in government services. 80 members participated in the camp. “The BAMCEF have been educating and organizing to employee class of the Mulnivasi Bahujan Samaj to 'Pay back to the society'. It is the only organisation of the employees which don’t fight for its (organisation’s) member’s benefit but it fights for the society. BAMCEF is working for Vyavastha Parivartan (Complete change in social structure). It has its pre-planned programme and national level structure and network” said Mr. Dhananjay Zakarde, while conducting the training camp. Mr. Dhananjay Zakarde is the National President of the 'Mulsabhyata Parishad', which is the offshoot wing of the BAMCEF. He also spoke about the working style and future programme of the BAMCEF. He added that movement cannot be run without national level organisation, dedicated activist and pre-planned programmes. During question answer session Mr. Dhananjay Zakarde gave appropriate answers to the questions of the participants.

Ambedkar is the Father of the Constitution of India. Constitutions are the Primary Law of the Countries. That is so in any Nation. Constitution is the foundation on which every Institution and all Laws, the New Ones must spring, and all other Institutions and Laws – the old and existing ones must be in conformity with, to survive exist and be applicable and enforceable.



Ambedkar is the Father of Indian Constitution. For many with some ideological reservations or caste considerations, rise some mental blocks to concede this in public. Assuming he is not the Father of the Indian Constitution, he can not be brushed aside, as the Constitution of India is intrinsically associated with him, he was for years involved whole time with it, during its framing. So is he the framer of the Constitution of India. Perhaps not. There was the Constituent Assembly. There was its Chairman. And there were so many large number of Members, who were very much interested, and were actively participating in the framing of the Constitution. So it may not be really right to say that he was the framer of the Indian Constitution, or the sole Member who framed the Constitution. Perhaps not. Was he the one who drafted it? Certainly not? Was he the one who wrote it? No! And then what was he, so closely associated with it. It is for each one of us to decide for ourselves.



Ambedkar definitely was there, and he was the one who went through the entire Constitution of India, Clause by Clause. He often phrased many of them, rephrased modified rewrote and replaced them whenever required, as and when the need for them was felt. He then legally hammered them in the words and appropriate grammatical tenses, to give them a shape, and finally make each class acceptable. That was necessary, to muster full or adequate support in the Constituent Assembly, to finally pass each one of them, as binding and enforceable Constitutional Provisions. So, in the end, Ambedkar was definitely the real maker of the Indian Constitution. And then, Ambedkar as so close and intimate maker of the Constitution of India, if he was not the Father of the Indian Constitution, who else could be?



Ambedkar’s thoughts ideas ideals explanations arguments defence and wisdom, for each one of those debated and hotly contested clauses and provisions, are very much there. They could be found in the Constituent Assembly Debates and Speeches, as he himself personally explained and justified why a provision was made, its meaning purposes desirability goal and effect. He also had clearly clarified, why what-for and what actually a word meant for both the Constitution and the Country, to make it clear, why they were all so made and built into the Constitution, as the Constitution was made. I wish we all recognise his hard-work and great sincere contributions.



A Constitution so meticulously made, and sincerely framed, I am sure will survive, and we will all respect, admire it truly and honestly, from the depth of our hearts. And I hope, we will also be honestly grateful and indebted to Baba Saheb Dr Ambedkar, for his contributions in making the Constitution. I personally regret at times, for many things as they are today. But then,



I always wish that Ambedkar is there, and his great ideas ideals and wisdom will prevail in the Courts, and come out from there as the Spirit of the People and their own Constitution.

The Sufferings of SC&ST Dalits had been unbelievably cruel inhuman and intolerable that even words shy away in shame to explain and find it difficult to picturise properly their actual Sufferings in their totality.



SC&ST Dalits had often Chosen to take up New Lives, and totally New Ways of Life, to opt for drastically New Paths, just to escape the social oppressions of the cancerous fossilized brahmanic societies, or at least be free from some of their inhuman Sufferings, and get out off from the dangerous evil brahmanic grips.



1. Opting for New Occupations and Jobs, even unpleasant and dangerous ones like Leather Works, Sweeping & Scavenging

2. Preferring to serve Invaders and Foreign Forces, even the Conquerors and new Foreign Rulers

3. Emigrate to Go Out to totally unknown Distant Lands

4. Embrace New Religions

5. Migrate to Distant Places to Work in Mills, Deep Gold Mines like the World Famous KGF - Kolar Gold Fields, Hatti Gold Mines and the Chitradurga Mines, Tea-Estates, Coffee and Rubber Plantations

6. Education in Govt and Missionary Schools and Colleges with Freeships or Fees Waivers, Scholarships and Hostel and Boarding Facilities

7. Studies Abroad with Govt’s Overseas Fellowships or Sponsored by the Church and individual Missionaries

8. Govt Jobs

9. Seek Refuge with Christian Pastors Fathers Mothers Nuns Seminaries, and in Buddhism



The brahmins and their blind followers were doubly angry against all the escaping and fleeing SC&ST Dalits, that they pursue the SC&ST Dalits who had escaped their Nets, with utmost vengeance. They indulge these days in all cruellest forms of atrocities against SC&ST Dalits who had seeking conversion into Christianity and Islam, or had converted long ago.

Dear Friends, here I am not going to discuss something new, but only talk what you and I, and in fact all others know very well, but have failed to take serious note of, and make some in depth analysis. Therefore, all I want to Discuss now with you, are the daily facts of life that you and I experience, and had come across all through our lives. Mind you, these we will continue to experience in the days to come.



SC&ST Dalits as We all know, are the most Marginalised Neglected and Exploited Society in this Nation, perhaps the Whole World today. We come the last in Education, Landholding, Industries, Other Assets, Riches, Wealth, Leadership, etc. In fact, We have been always exploited, that too historically over the ages, generations after generations. The Fear today is that this woeful Lot of ours will continue for ages to come. That too when it is a big fact and irrefutable reality that, We are the Society next to the evil brahmins, who have the largest numbers of Professionals and Other Experts like – Advocates, Doctors, Engineers, Govt & PSU Employees, Officials, IAS IPS IFS and Indian Foreign Service Officers. Yet Ours’ are the most illiterate, ignorant, superstitious, religious, exploited, suppressed, oppressed and marginalized Communities, even today. That, after nearly sixty years after Independence; and in spite of many Special Constitutional Provisions, Legal Measures to Safe Guard us and our Interests, as well as Promote our Education Development Growth and Welfare.



Compare our Lots with the Development of the Nation, Growth of the brahmins and other DCHs, and the multifaceted spectacular Developments of some Backward Classes! Why then are We relatively more Backward? The Answer is not that others had not helped us more or not helped us at all at Crucial Moments, but because We never thought about these any time! We never bothered about our brothers and sisters, beyond the immediate Families. Definitely, not at all about the Community and Society! On the other hand We are so Selfish that We not only tend to Corner most of the Benefits for ourselves, but also re very active often times in Blocking the benefits from flowing to others! We have not even taken our Times off, to Rest Pause and Consolidate. We are individually Proud and Arrogant to be at a Distant from others of our own Communities. We don’t hesitate to cheat, rob, tell lies, and mislead our Friends and neighbours, and at times our own benefactors.



Sadly, We see these days many cases of our SC&ST Dalit Friends biting the Hands that Feed or Fed them. Net Result, We are not only still Weak, Dependant and are easy Targets of Attack and Discrimination, but find ourselves friendless and succour less when in Trouble or t times of need, or after Retirement. For, Good Things in Life Occur, not out of Individual Efforts, but as a Result of Group Activities! And We still have not formed Productive and Development Groups around us anywhere!



We have Chosen as Topic today and for Discussion here, Welfare and Development of SC&ST Dalits within and outside. Within and Outside of What? WITHIN AND OUTSIDE OF ANY UNIT, We may like to Take. For Example, One Can Take the Institution of Marriage, Family, School, College, University, Office, Govt, Politics, Village, Town, City, Metropolis, State, Country, and what not – even Abroad. We must examine and explore the Conditions and Status of SC&ST Dalits therein. Often we find them a Prison, where We are Trapped in and still Exploited. In fact We are getting increasingly more Exploited.



In India here, as Baba Saheb Dr Ambedkar had said, there is No Society. People are not Homogenous. So it is in most other Countries. But here, the People are not even Heterogeneous. Take the People in any Part of the Country. They invariably are all highly Split, presenting a badly Fractured Grouping of Communities. What is worse is that they are all sadly fossilised, in their own stupid Thoughts and unreasonable Deeds. Thus We live today in abnormal Times, and amidst irrational Communities. This is not a Strange Phenomenon of Today, but sadly that had been so historically for many millenniums. The only Difference had been the SC Dalits! Yes We had been, an uniquely different Society with one Goal one Aim and one Target. Yes, We had been! Perhaps No More, in many Parts of the Country. We had allowed ourselves to be sold by many of our half educated selfish petty individuals, who had been allowed to Claim themselves as our Local Satraps.



We had presented a Strange Picture of Unity and Solidarity, amidst all Scenes of Split Fractures Confusion and Mayhem in the Country! We were with, practically one Leader, our Messiah, though then suffering and strangely enough groaning under almost the same uniquely multiple problems, all over the Country. We had one Goal one Aim and one Target. That is Liberation, Freedom and Escape from others Yokes of Slavery, unimaginable Exploitation, Unspeakable Oppression, and Unreasonable Suppression. We were driven by that strong urge then! Sadly, not anymore!



For our Liberation, and to Escape Rural Oppression and the Feudal Land Lords, We had from time immemorial emigrated – migrated out. We had adopted all types of strange, even unhygienic dangerous and risky new Professions; and embraced alien but humane Faiths that came with the Conquerors and New Rulers. Thus We are today Found in Tea Coffee Banana Rubber Sugar Plantations; or Tin and Oil Mining abroad in near and far off Lands like Ceylon Burma Indonesia Malaysia Mauritius Madagascar Surinam Cuba, Ivory Coast, Gold Coast, and even England France Germany Denmark Holland and so on. Or we have become willing Leather Workers for the Greeks Romans Muslims and British, or voluntary Sweepers with the European Armies in their Homes and Factories. And We in massive Numbers turned out to be Muslims and Christians. And much before that as Sikhs, Buddhists and Jains.



We and our illiterate but Conscious Forefathers, always wanted and were looking for Opportunities and Avenues to throw out the Yokes of brahmanic Social Slavery, and the (DCHs) Dominant caste hindus’ unspeakable inhuman criminal Feudal Oppressions. They were for all practical purposes more wise realistic and very shrewd. All that had now Gone. We appear to have sold our Conscience and Pledged our Liberties and Independence to become today voluntary Slaves of even Fascist and Fundamentalist Forces. And what is more Dangerous is the Fact that We are badly Divided amongst ourselves on lots of Imaginary Lines!



MARRIAGES



As We had found, here everything is unrealistic and abnormal. Here, today Marriages are also abnormal. Here our educated and well employed, best placed, better groomed, good mannered, well built, decently behaved Sons and Daughters, Sisters and Brothers are today virtually grabbed by others, our Oppressors. The Same Thing Happens with our Leaders and Rich People. That, not for mating procreation and making a Family; but for other materialistic Reasons. They take place today, only because others, to be specific our otherwise arrogant unreasonable Oppressors, want to avoid Dowry for their Daughters, or ensure better Future for their Children! So they hesitate not, and shamelessly swindle away our family benefits, take out our advantages, end our dreams, and rob our Community Development. Thus, they want to put all possible hurdles in our Growth and Social Welfare. They are out to Rob the better Lives of not only our Families and other Children, but are determined to block the Potential Marriage Alliances of our Communities Prospective Girls and Boys of Marriageable Age.



SOME CASE STUDIES



Dear Friends, here I dare to list out as Example some Case Studies. They are only Samples. And I had deliberately picked up, the Cases of some well-known personalities, so that you can identify them and empathise with them. That I do, only for a better understanding, and drive home forcibly in your minds, what I want to Tell you are Problems now- a-days! There are no other Intentions. Definitely not to Insult, or Spill the Beans or Family Details about some VIP, or someone otherwise important. And what I am going to Say or all Open Knowledge, and are easily verifiable. Here I now go, and narrate some details of a Few Sample Cases –



1. Mr Selvaraj IAS(TN) Retd, hails from a Poor SC Dalit of Pallar Community in deep Southern Tamil Nadu. It is worthwhile for all those interested in the Development of SC&ST Dalits, to Note that Pallar Community of Tamil Nadu, was perhaps the First One to Wake Up to the never ending and ongoing Atrocities against SC&ST Dalits. They built up the necessary guts to physically Fight the DCHs(Dominant caste hindus) deliberate Atrocities and wanton Violences against SC&ST Dalits. And most importantly, it is the Second One, in Raising Village Funds for many Social Purposes for Common Good including Supporting and financing Emerging Good Community and Local Leaders, and to fight Community Cases in Courts etc.



In the pre-Independence Days’ erstwhile Untouchable Community of Nadars of Tamil Nadu began Financing their Community Individuals to establish Petty Shops, Provision Shops, and all Types of Start Small Businesses. And the Pallars began the Practice of Creating Community Funds in most Villages, and in the Towns and Cities where they had migrated.



Mr Selva Raj was a pretty Senior Officer in Tamil Nadu. He held many crucial and important Positions like Chairman, Port Trust of Madras. He remained a Bachelor for long. By various means he amassed huge Wealth and many Properties. He also helped many of his own Family Members to Develop in Services Businesses and Lives. Suddenly one Lady IAS Officer of Tamil Nadu, a Spinster hooked him up and Married him just only for a few Months, and walked out of His Life, with someone else and half of his Wealth



2. Mr Subramani comes from the once Powerful SC Dalit Basin, Kolar Gold Fields of the erstwhile Mysore State. With Great effort and struggles he completed his BE in Mechanical Engineering from the College of Engineering, Guindy, Madras, University of Madras. Ultimately through All India Engineering Services Exam, he entered the then newly created IRSSE – Indian Railways Service of Signal Engineers, and rose up to the Rank of CSTE – Chief Signal and Telecommunication Engineer. Sadly, he lost his Wife. They had Two Sons, and No Daughter. He Carefully Brought up his Children, and Educated them well. His Second Son did his BE from Anna University, Madras, and is now in America doing his Masters in Business Administration. His First Son also is also a BE in Mining, from the College of Engineering Guindy, Madras, Anna University, and did his MBA from Bombay. In the end, he was picked up by Tatas during the Campus Interview, with a heavy Pay Packet. Mr Subramaniam was virtually in Cloud Nine. They lived comfortably in Anna Nagar, a VIP Colony in Madras



The Two Sons of Mr Subramani, their School Friends and other Boys used to Play in the Streets around. There was a School drop out amongst them, who lived with his Parents and younger Sister in a Rented House in the Area. That Boy at times took home his Friends. Carefully he cultivated friendship between his young Sister and Subramani’s stupid first Son. And the Girl quickly hooked him up and he fell flat for her completely. He forced his father to arrange the Marriage with that useless DCH Girl, herself a drop out. After the Marriage, she quietly moved into the Family, and then created a Rift to move out into a big rented out building, and brought her brother and parents to live with her. She carefully kept Mr Subramani out of the Family. She did not allow her husband – Mr Subramaniyam’s Son to attend or care or even visit Mr Subramani, when he had a big Heart Problem, and had to undergo By-Pass Surgery. Mr Subramani, on hiss Return from the Hospital also, after his By-Pass Heart Surgery, had to manage his food with the help of his Orderly and Servants. Meanwhile, she coaxed her husband to arrange a Job, for her good-for-nothing brother in some BPO Company. Her Parents subsequently moved out to her Brother’s Place, and started the practice of coming now and then to live in her place quite often



Mr Subramani’s Second Son went Abroad for his Master’s Study. Soon after that, She forced her Husband to Patch up with his Father. She then coaxed her husband to ask Mr Subramani to build, or allow them to build an Accommodation separately for their own personal use, in the Open Terrace on the Top of Mr Subramani’s Residence. And she then, quietly Moved into that First Floor Accommodation, with the Ulterior Motive and Ultimate Idea of taking over, the entire Complex after Mr Subramani, with the Second Son being away in America, and unlikely to comeback ever to India, for Living in Madras. Thus, these days Mr Subramani Lives in the Ground Floor, getting his Meals cooked by Servants. He Shares his Food with Friends, and She Lives comfortably in the First Floor, with her henpecked husband firmly under control in her tightly clenched fist. She is now very happy with a domesticated husband, own house, child and a Dog, with her Parents coming to Stay with her Quite Often. And all the while, poor old Mr Subramaniam lives alone in the Ground Floor, taking good care and Guard of her First Floor Flat. In addition he Walks daily her heavy Dog. And, I had not seen any day or even on a single Occasion, either She or her Husband, visiting him with or sending any Food – not even some cooked Vegetables or any side-dish or any other Eatables to him as a Special Item. All the while Mr Subramani takes full care of everything. Poor Old Man! Even in case of an Heart Attack – day or night, there is no one to take care of him, call for a Doctor or rush him to an Hospital, or even to any near-by Nursing Home



3. Mr P Venkatachalam and Mrs Jyothi Venkatachalam of Egmore, Madras was a well-known Couple then. Theirs was a Great SC Dalit Family, in the whole of South then, and Madras Presidency. They were known for PV Sauce, Pickles and Condiments. They reportedly owned Ships and Traded across the Seas. They were very Rich, and Reportedly owned large Properties in Madras City. The Venkatachalams were so Important that Mrs Jyothi Venkatachalam was invited more than Once to become the Health Minister in the State of Madras



The Venkatachalams had Two Sons and One Daughter. Sadly all the three Children were picked up by other rich families from DCH Communities, and all the Businesses and Properties of Venkatachalams were conveniently and easily Swallowed by others, who deliberately married the three Children. And now, no one Remembers anyone of their Children, or even Perhaps the Names of Venkatachalams and their Trademark Business of PV Sauce& Condiments



4. Sardar Buta Singh, a SC Dalit from Punjab, is a Senior Politician. Once he was known for helping SC&ST Dalits even out of the Way. That, reportedly till Mrs Indira Gandhi pulled him up for that. He Started his Political Activism perhaps as an Akali and or a Communist. And he slowly grew up to become a MP, then into Congress to become a Deputy Minister and ultimately Reached the Heights of his Political Career, in Rajiv Gandhi’s Govt, and became the full Home Minister of India. He had reportedly accumulated large Wealth and Riches. He has Three Children – Two Sons, followed by a Beautiful Daughter. But all of them are useless, and could never make any mark in spite all the Support, almost blind unquestioned backing of their Powerful Father



The Children of Sardar Buta Singh are lost to the Community, as they had all married into DCH Families. His Sons picked up wrong Friends in Sports Fields, and Cricket Grounds. The First Boy ultimately married the Sister of a small time Ranji Cricketer, from a very poor Family belonging to some Business Community of Refugees from West Punjab of Pakistan. The Second Son similarly married across SC&ST Dalit Circles. He Perhaps was a little sensible that he married a good looking Daughter of a Pilot from the Air Force, perhaps in the middle Rank of Wing Commander. And she belongs to a brahmin family



To add to the embarrassment of Sardar, and to Crown all the Problems created by his Sons, his Daughter married a Crook. Shamefully he was a Clerk, dismissed by her Father, from his own personal Residential Office. He then went on to work as a Counter Salesman in a nearby Video Parlour. And he comes from a very poor dirty cheap brahmin family, and he is a very greedy crooked fellow. Now all the Wealth and Riches of the great Sardar Buta Singh, former Home Minister of India from a SC Dalit Origin, is in the Greedy Hands of all other cheap caste hindus and their families and friends



Not Satisfied with all these, both his two Sons, Daughter, Son-in-Law, Daughters-in-Law, and their other Relatives Friends and other Hangers-on descended on the Bihar Raj Bhavan in Patna, when Sardar Buta Singh was Sworn in as the Governor of Bihar. And they sold his Name Office and Powers, that ultimately his Name was Tarnished beyond Repair. This Case may Raise many Questions. But the Fact Remains, that the Process of Marriages were definitely not Managed Properly, from the very beginning. This is a Great Lesson for us in the SC&ST Dalit Communities



5. Mr G Venkatswamy, a SC Dalit Labour Leader of Hyderabad in the erstwhile Nizam State became an important AITUC Leader and Politician of Andhra Pradesh. He served successively as a MLA, Minister in the Govt of AP, MP and Minister in the Govt of India. He became a Cabinet Minister for Rural Development, and also Textiles. He has Two Sons and Daughters. Both his Sons are married to brahmin girls from shrewd cunning brahmin families



Mr Venkatswamy was encouraged into Business perhaps by XXXX the then Minister of State for Industries under Mrs Gandhi. He Took the Agency of getting stocking and selling Asbestos Sheets. Slowly he started Manufacturing Distributing Stocking and Selling them all over the Country. This Business now is being Managed by his Second Son, a Doctor by Education, but a Business Man for all Practical Purposes. Mr Venkatswamy’s Family is now Worth nearly hundred Crores. All of these are now in the hands of the brahmins



In the End, I will like to Caution and Warn you! Don’t Go Away Feeling that, the Problems in Marriages take place only when others Grab our Educated Boys and Girls, for their Stupid Children who are Failures. The Problems also arise, when our Boys and Girls go Astray, or We Allow them to Slip out. You must Recognise here a Dangerous Development, or Phenomenon! That is, many of our Boys, and at times Girls also are on the lookout for, and they Seek fair skinned, talkative Girls. And they easily fall for, and go abegging behind arrogant Girls of brahmin and other DCH Communities.



These Problems arise when our Boys and Girls Strangely and Stupidly seek out Girls and Boys of brahmin and other DCH Communities, to satisfy an unsubstantiated Complex or a sort of Ego. Sadly they land up with only mischievous loose Girls and wayward Boys of other Communities. These end up in big mess, and in any case a Great and Total Loss for our Communities. The same thing Happens with our Senior Officials, Party Leaders, Political Bigwigs, and Political Executives in the Govts. For, We Fail to Keep Watch on them, a Critical Eye or Question them in Time.



FAMILY



Family is like a Pair of Animal Drawn Cart. There must be good Coordination, if not Perfect Understanding between the Two. If not, the Cart will go one way or the other, but not Straight to Reach the Destination or Destinations. So is the Case with the Family. Families are like the Twin Draft Cart, but with a Clear Difference or Distinction. They are generally without a separate Driver to Guide and Control. They have multiple Goals and many Targets! If there are Differences between the Man and Wife, Problems Crop Up. Sometimes the Homes Cease to be the Secure Place it ought to be, and turns out to be an hell on earth, whatever is the Reason or whoever be the Cause.



The Underlying Reasons for Problems in our Families may be –



1) Non-Cooperation between Couples

2) Ego and Arrogance with one or the other, or both

3) Cultural Mismatches and Differences between the Married Couples

4) Natural Differences in Upbringing of the Couples in their Parental Homes

5) Undisciplined Behaviour on the Part of One or Both, and not being Amenable to Reason or inability to think Rationally or even Logically

6) Now Worried about Neighbours’ Opinions, and Ridicules by others in the Surroundings



The Net Result of Problems in our Families is –



1. One becomes Unwanted within the Family, but for Money and Earnings or Bank Balances

2. Man and Wife not in Talking Terms for Days Together, or Weeks Months and even Years

3. Politics or Problems in the Bed Room or in the Bed itself

4. Wife does not Answer properly, or even allow the Man to Touch her

5. Taking Sides with the Children, and allowing them to Play Politics between the Man and Wife, thus Spoiling Peace in the Family and Ultimately the Future and Lives of the Children themselves

6. the Woman Speaks about the Problems within the Family to everyone – Tom Dick and Harry, also Marie Jane and Jill

7. the Woman Confides and Shares her Family Matters with almost everyone – the neighbours, friends, visitors to the home, and even in Market Places, rendering the Husband, Children, Family and Herself into a big Laughing Stock

8. Man Comes to know about the Problems and even Basic Information about Wife and the Children, sadly from Friends Neighbours and Others

9. the Woman becomes the Wife of everyone else other than the Man, that she can Share Secrets with others and Criticise or Complain about the Man in the House, his Parents Siblings and other Relations, and also about the Children



These Problems rightly may not be new. And in fact, these may also exist in other Communities. But We need not be Worried about them. For the others who had been always exploiting us and creating many Problems for Us are neither our Concern or of our Interest!



SOME CASE STUDIES



Before I start with the Case Studies, let me tell you Two Stories – one from this Country, and another from Abroad. Friends, let me make it Clear that though I pick up these Stories and Case Examples, all of them Stand for both erring Men and Women. You can always replace the Man in them with a Woman, and substitute the Man in the Place of Woman. I implore you to Collect many such Stories and Case Studies for Reference and Examination in Future!



Now let us examine the Two Stories! First, the Story from within this Country –



1. There lived once a bully. He used to regularly go into a nearby forest to waylay and Rob Passers by and Travellers. He sincerely supported his parents brothers sisters wife children and other members of his Family with the loot! Once he waylaid an old individual. When he tried to rob hi the old man said that what he was doing was evil and sin. He replied that he had to do that to support and maintain his family. The old man asked as to whether his family members and his own wife will share his sin, and would ever partake the wages of his sins. Taken aback by this type of Question, the bully Replied – Why not? After all I am Robbing the Travellers and Passers-by to feed and maintain them. Therefore they will share my sins and the wages of the sins if ever any! The old man said that he doubts it, and advised him to ask his family members. Concerned, the bully went home, gave his loot to his Family Members, and asked them silently – I am robbing people to Feed You all. If that is sin, and there are any Wages for the Sin ever, will you all share them with me? For that, all his Family Members including his Wife said – Why should We Share your Sin? Feeding us is your Duty and Responsibility! Therefore our Role ends there. And we are not concerned how you provide for us. If you commit Sins to feed us, that is yours, and We are not concerned. Upset with that type of reply, the bully left his practice of Robbing others. And so the story goes on further …



2. And now the Story from Abroad. Once there lived a poor Villager with his terrible Woman. She harassed him no end! The poor Villager earned his lively wood by Collecting Wood in the Forest. One evening he came home after a full hard day in the Forest cutting the Trees for Fire Wood, with his Axe in hand and a bundle of Wood for the Family. He was dead tired. His wife, instead of talking nicely to him, or taking care of him, or feeding him anything warm to eat or drink, asked him to go out in the backyard and Chop the Fire Wood! It was already late, and was getting Dark, and it was Cold outside. However he went out into the backyard, and tried to Chop the Wood. He missed the Wood and injured himself. His wife was not bothered, but on the other hand, shouted at him to hurry and get the Chopped Wood for the Fire. The poor injured was dejected and lost his heart. He was hurt in the mind also. He went out of the backyard, and left the house and went away. He Roamed many Villages and Towns. After Roaming many days weeks and months, he wanted to see his wife



The Wood cutter returned home to see his wife. That, after some years since he left the Village. As he reached his Village many People asked him as to where he had been, and told him how they missed him all those years. He was very touched by their Kind Words. He felt that his wife would be very sad, and would definitely go wild with joy on seeing him return home! So he hurried Home, and went in with full of Expectations and Love! The moment he entered the House, there was his Wife very stiff and indifferent as usual. On seeing him enter, she shouted at him, even before he could sit, and asked him – Why have you taken all the time? Where are the Chopped Woods I asked for the Fire? Go into the backyard and get them! – She yelled at him. Shocked, he went out into the backyard for the last time, and into the World, never to Return back!



What are the Lessons from these Stories? Friends what do We learn and Understand from them?



Many of these Problems arise, when our Boys, and sometimes our Girls Marry brahmin and other arrogant DCH Girls or Boys, as the case may be. But many more similar or other types of Problems in the Families arise, even in arranged Marriages within the SC&ST Dalit Circles. That is due to Cultural Mismatches and Family Differences, or Problems in the Childhood or in the way they are Groomed Up, or the happenings in their Family Circles.



There are many such interesting Examples, which are Perfect Case Studies.

Entrance Tests are headaches and big hurdles to poor children, especially from Rural Areas. How many Exams will they take in life? Many don’t even know most of those Exams. In any case, they can’t afford to take so many Exams. They don’t have so much of time and energy. That puts off poor children from the Weaker Sections like SC&ST Dalits, particularly those from the distant remote Rural Areas to a great disadvantage. They are not idle brahmins and DCH Children, to keep on trying here there and everywhere. The parasitic brahmin and DCH Children, keep going around the Country, and even abroad to many parts of the World, hunting to find some door ajar for them to sneak in, or kept open to enter either stealthily through the backdoors, or on the sly, may be by paying hefty large capitation and other payments. The idle cunning brahmins and crafty DCH Children, not only buy an entry, but often the required Degrees at any cost.



Entrance Tests may give one more chance to intelligent children who had somehow missed to make a mark and make an entry anywhere, even if they had not performed well, and had fared badly in the qualifying Exams. But such few intelligent individuals can make a mark anywhere, not necessarily where poor children want to enter. If they are so keen, there are always avenues and opportunities to try once more and reattempt the qualifying Exams. Why for few such odd children, put thousands of poor children from the Weaker Sections like SC&ST Dalits, to great difficulties and disadvantages by forcing them all to take multiple Entrance Tests to enter the Portals of Higher Education, Better Education and good Institutions? Hence, all Entrance Tests must be scrapped and done away with. Admissions to higher levels must be decided based on the performances in the qualifying Exams, assessed by Interviews and Personality Tests, to weed off those coming from fake and fraudulent brahmin and DCH Institutions, and the brahmin bookworms who try

                                      In Pakistan, Dalits known as Scheduled Castes.
In Pakistan, roughly 3 million is the Dalits Population. The SCs belong to various Castes, and are scattered all over Pakistan.



There are in all, 40 in Numbers, as per the Presidential Ordinance to declare certain non-Muslim Castes to be Scheduled Castes. The said Presidential Ordinance was issued on 12th Nov 1957 by the Ministry of Law. Mostly in majority are, Meghwar or Meghwal. They are all known also as the harijans in District Thar-Parkar; Kolhi, Bhil, Walmikis or Bhang’s, Oadhs, Bagri’s etc. These Communities are the most Depressed Classes. They are the poorest of poor Class in Pakistan. Generally, their Story is not much different in anyway from what is told about the SCs in the SAARC Region. The Social and Cultural History of this Disadvantaged and Neglected Community is almost the same everywhere in the SAARC Region.



In Pakistan, any Movement for Emancipation of these Depressed Class People is not existent, as compared to India and other SAARC Countries. In the Sindh Province of Pakistan, these Scheduled Caste are concentrated in Mirpurkhas Division ie, Mirpurkhas, Umerkot, Sanghar, Thar-Parkar, and Badin. However, they are living in other parts of the Upper and Lower Sindh, Southern Punjab mostly in Rahim Yar Khan Division or the Cholistan, and Siraiki Belt. They are also there in Lahore City, and also are scattered in other Parts of Pakistan.

In Pakistan, Problems of Scheduled Castes are not being identified and attended to. Nor, the basic data about them is collected and tabulated at the Government Level. But, approximately the SCs today in Pakistan are 1.7499% of the total Population. That is, the SCs in Pakistan today are 2,842,349, nearly Three Million, out of 162 419 946.



No Legislative Measures have been considered by the Government till date, although the UN Declaration of HR 1948, and Fundamental Rights and Principles of Policy are listed in Part II of the Pakistan Constitution of 1973, Provide both for the Recognition and Eradication of Discrimination, and for taking Legal Measures. The Practices of Untouchability is the major Problem, as it exists in all over the World, against the SCs. We find Untouchability, Forced Labour or Beggar, Servitude, Slavery, Bonded Labour, to be too evident. About 80% of non-proprietor Agriculture Tenants in Sindh Province is from the Scheduled Castes.



Since last 20 Years, servitude of Bonded Tenants has surfaced, and for whom the HRCP has fought and continue to fight, and thousands have achieved Freedom from Forced Labour. They were Found in Chains, when Foreign Journalists accompanied the Police, Magistrate and Human Rights Activists.



There are about 700 thousand SC Families. Such Scheduled Caste Families, are engaged on the Forms owned by Feudals and Zamindars. In many parts of Pakistan, the Scheduled Caste People are treated as Untouchables, and no Law has been passed for punishing individuals Practicing Untouchability. No Seats are exclusively Reserved for them in National Assembly, Senate, and Provincial Assemblies. Nor in any of the newly established District Governments, ie the Local Government System.



In his Speech, Mr Muhammad Ali Jinnah, the Founder of Pakistan assured and declared that the Muslim League would protect the Rights of Dalits. And he assured them of full Security. Accordingly, Mr Jogendra Nath Mandal, a Dalit from East Pakistan, was appointed as the Leader of the Constituent Assembly of Pakistan, and first Law Minister of the Country. It meant that Jinnah was genuine in his concern.



Mr Jinnah, incidentally was a Khwajo. By Profession, they were and still are the Businessmen engaged in the Skins of Halal or Dead Animals. The Quaid also gave 6% Job Quota to the Scheduled Castes, in the Federal Services. However, things began to Change, after Jinnah’s Death and in 1953. Mandal resigned from the Cabinet, and migrated to India. That was an indication of the Growing Intolerance in Pakistan towards the Minorities and Dalits in the post-Jinnah Pakistan.



In 1998, the Nawaz Sharif Government in Pakistan converted the Scheduled Caste Job Quota, into Minorities Quota, due to the influence of the Dominant Caste hindus and the Christian MNA’s in the National Assembly.



Nowadays, the Minorities in Pakistan lead a bleak existence. The worst sufferers among them, being the Country’s Dalits. The Dalits of Pakistan are the unfortunate People, having No Political Leadership.



About 90% of Pakistan Dalits Work, as the Landless Agricultural Labourers. That means that they have to Cultivate others Lands for ½ or 3/4 share. Others work as general labourers and sweepers in the Urban Areas. In the Urban Areas the huts of the sweepers or valmikis, are located in Separate Settlements. In the Rural Areas also, the huts of Dalits are located in Separate Settlements, outside the main villages. And, all those SC Areas, generally lack, even the basic amenities like water supply, drainage, telephone, road, transport facility etc.



Large Numbers of Dalits, also led a nomadic existence, travelling from Village to Village in search of jobs. Many Dalits, live in temporary structures, in the lands of the landlords for whom they work, and they can be expelled from there whenever the landlords wish, having no Title to the Land. They, generally earn a pittance, and often are forced into free labour by the powerful people supported by the police patells. dominant caste hindus like the Thakurs, and also the Muslim Feudal Lords. Many Dalits eke out a miserable existence as Bonded Labourers, being heavily indebted to Landlords and the hindu bania money lenders. If the Dalits protest against False Debts, or refuse to give the Free Labour, false fictitious police cases are lodged against them, and the police don’t protect them at all. Local Administration, the Police, Revenue and Judiciary, demand bribe money and routinely harass the SCs. They only support the Dominant Caste hindus and even forcibly take away their cattle and other such meagre belongings. This type of practices exists all over Pakistan. They could often be seen by any Visitor to Chachro, Nagar Parkar, Diplo, Mithi Tehsils District Thar-Parkar. During the Days of Arbab Ghulam Rahim as Chief Minister of Sindh Province, the Discriminations Exploitations Harasments and Problems of the SCs reached their peak point. That, because his mother was from a Thakur Family, and he a Sardar of Nohrio Brothers in alliance with all other castes like Sameja, Sama, Khosa, Nareja, Dohat, Rahooman, Sangrasi, Thakurs and other Baloch Tribes settled in Thar-Parkar. They follow him, and his relatives give the protection through Police and the Administration.



The Land mafia in big Cities like Hyderabad, Karachi, Lahore, Sukkur, Jaccobabad, often forcibly grab the Land on which the huts of Dalits are there. In other Rural Areas of Thar-Parkar, the lands of the dominant caste hindus, being cultivated by the Dalits for the last many many decades, is being grabbed by the land mafia, after physically throwing out and crudely evicting the Dalits, as the landowners have migrated to India after the 1965 and 1971 Wars. That is being done with the collision and collaboration of the Patwaris, the Land Revenue Officials.


In most places Dalits have no Religious Places. They are not allowed to Pray or even Enter the Temples of the dominant caste hindus. Dalits have no places for their dead bodies. In big cities, some areas were reserved for this purpose, for use by the Dalits. Now they have become part of the growing cities, and many of these graveyards are being illegally occupied by local influential Muslims.



In Primary Schools in the Villages, the SC Students are Discriminated from the first day they are enrolled. The Muslim or the dominant caste hindu Teachers, write their Names with their Fathers’ and Caste Names. They routinely Face Discrimination, and are not allowed to sit on the benches, or use things that are used by other students. Dalit Students are often badly treated by dominant caste Muslim Teachers also, up to the college levels, from where branches divide to Professional Education. If a Dalit Student is more intelligent and gets good marks in Theory, then he will be pushed back in Practical and Viva-Voce Tests, and can’t come out successfully in the Studies.



The SCs, despite being the poorest of the poor, don’t get any Scholarships from the Government. There are no Scheduled Caste Scholarships. Further, owing to desperate poverty, few SCs can afford to send their children for higher education. Generally, the SC Children withdraw from schools at an early age, to engage in manual work to help supplement the family’s meagre income. In many cases, Dalits don’t send their girls to Schools Colleges and Universities fearing that, they might be kidnapped, rapped, or forcibly be converted to Islam by the Muslims.



In the towns and cities, the SCs generally live in the poorest undeveloped squalid slums. There are no organizations working among them for their welfare. Lacking Strong Political Leadership of their own, the SCs are not able to effectively assert their Voice in demanding their rights from the State or from the dominant caste dominated society. Many Dalits, have no CNIC – the Computerized National Identity Card. They could not get them, due to complicated methods and bribes that have to be paid. Therefore, they can not access various Government Development and Support Schemes or Programmes. Government Facilities for Religious Minorities are almost monopolized in the Country, by the more powerful and organized Christian and dominant caste hindu communities, leaving the Dalits out in the lurch Untouched. Because of acute poverty, rampant illiteracy, discrimination and the absence of Dalit Movements as in India, the SCs in Pakistan have No Political Influence at all. Mostly the SCs are not allowed to Vote Freely for the Candidates of their own Choices, or Contest in Election easily. They are often forced, by the powerful dominant caste hindus like the Thakurs, Brahmins, Lohana etc, and the Muslims Land Lords to Vote for particular candidates. If the SCs ever refused, they are pressurized into leaving their homes or beaten up or implicated in false and fictitious police cases, lodged against them. The Problem of SC Political Marginalization is complicated, by the acute division among the Dalits, with various Dalit Groups and Castes practicing Untouchability amongst themselves.



For its part, the Govt of Pakistan prefers to promote, the economically and socially more influential dominant caste hindus as the Leaders of the hindus. They don’t help or promote alternate Dalit Leadership, which is bigger in numbers, with a high percentage in population, than the dominant caste hindus. In the New Parliament System, the President of Pakistan had announced, the joint Electoral System and the Seats Reserved for Non Muslims is Nil against Hundred in the Senate, Ten against 342 in the National Assembly. In the Provincial Assemblies in –



1. Punjab, it is Eight out of 371,

2. Sindh, it is Nine out of 168,

3. NWFP, it is Three out of 124, and

4. Balochistan, it is Three out of 65.



The Methodology of Filling the Reserved Seats for the Non-Muslims, is by Nomination by the contesting Political Parties. In Pakistan, there are 3 big Parties, the PPPP – Pakistan Peoples Party Parliamentarian, Muslim League (Nawaz), Muslim League (Q). Out of these, only one ML(N) gave Mr Kirshan Lal Bhil, a SC a Ticket to the National Assembly, and in Sindh PA, MQM had given ticket to Mr Poonjo Mal Bhil. But, both individuals are crippled that, they can not support any of their own SC Brothers and Sisters.



In Pakistan, the SCs, like other Minorities are also Victims of Religious Discrimination by both the dominant caste hindus as well as the Muslims. In the Eateries in the Rural Areas of Sindh owned by both the dominant caste hindus as well as the Muslims, Dalits are forced to use separate utensils, marked with the Names of the SCs like Kolhi, Meghwar, Bhil. They are invariably the damaged and broken ones. The SCs are expected to wash them themselves after the used it. When they visit hospitals for treatment, they are generally left unattended, and really considered and treated as untouchables. They are not allowed to touch anything, especially the utensils meant for public use there.



In the District Thar-Parkar and other parts of Sindh, the Practices of Untouchability is at the height. Both Naie, the hindu barber and the Muslim Hajam won’t shave or tonsure the Dalits. Such type of practices are still there in the Rural Areas and Small Towns of Sindh. In the Villages of District Thar-Parkar, near to the border of India, the SCs have no right to fetch water from the wells of the dominant caste hindus or Muslims. They can’t graze their cattle, without their permission. They can’t wear any good cloth, or wear turbans. And their females cannot wear Gold or Silver Ornaments. They can’t ride on horse or camel, at the time of their wedding ceremonies. They cannot sit on cot in their homes, though in the Otaque. In the Houses of the dominant caste hindus or Muslims, the SCs are given no chair, cot, Farasi, Dari to sit. In some cases, they are not allowed to sit in the open space, even without any Farasi or the Carpet, where dogs and donkeys move and sleep, also excrete without any restriction.



In view of these Terrible Conditions and Treatments of the SCs in Pakistan, we make the following RECOMMENDATIONS, as our Demands –



1. The Government of Pakistan, should try to insert “Treatment towards Dalits” in SAARC Countries as one of the barometers to Judge SAARC Members’ Commitment to Human Rights and its International Reputation as a Nation;



2. The Government of Pakistan, should launch a Caste Wise and even Sub-Caste Wise Census Operation to enumerate the different castes and sub caste of the different Scheduled Castes, STs and Backward Castes;



3. The Government of Pakistan, should Allocate Separate Seats in the Parliament for Scheduled Castes as per their Population Ratio, to ensure their Voice is Heard at the National Level. Four Seats in National Assembly, Four in the Sindh Assembly, Two in the Punjab Assembly, and One each in NWFP and Balochistan Assemblies must be Reserved exclusively for Scheduled Castes;



4. The Government of Pakistan, should constitute a National Commission for Scheduled Castes, to hear the Complaints of Caste and Racial Discrimination, and take necessary and required action;



5. The Government of Pakistan, should Ensure Justifiable Representation of Dalits in the National institutions and Departments like PIAC, Banks, DFIs, Pakistan Steel etc, and jobs in both Federal, Provincial and District Governments;



6. The Government of Pakistan, should Allot Land to Landless Dalit Peasants, on priority basis and get vacated their Ancestral Lands fraudulently Occupied by the dominant caste hindus and Muslims in Thar-Parker District, or where ever the SCs live;



7. The Government of Pakistan, should Create a Separate Fund for helping the destitutes, orphans, widows and poor individuals of Scheduled Castes, under the Pakistan Bait-ul-Mal / Social Welfare as per their Population Ratio, and Scholarships to the Scheduled Caste Students;



8. The Government of Pakistan, should Protect the Scheduled Castes from being threatened, exploited, victimized, and dislodged from their ancestral abodes by the other caste people on any pretext, which is directly or indirectly connected to caste prejudice, by Providing them Easy Access to Legal Remedies.

SC&ST Dalits are the Indigenous Native People of the Land. They are the Children, Daughters and Sons of the Soil. Their Lives are invariably Tied to the Nature – the Hills Valleys Isolated Distant Islands Animals Birds Lands Mines Water Rivers Sea Fish etc. They are basic food gatherers cultivators and producers. They are the hardworking creative people! They have always been the basic builders of the Nation, and are the producers and creators of wealth in this country. And in addition they keep up the health of the country people and communities. In short they are the basic foundations of the Nation on whose shoulders others stand, and in whose basic creative skilled hands rest the future lives of all the intellectuals, ruling classes and political parties without any exception.



To keep the SC&ST Dalits harnessed in chains, and tied down to the land work and production, particularly food and fodder, the racial colour based caste system had been imposed on the poor helpless SC&ST Dalits.



Remove the SC&ST Dalits, may be from any Situation, any Institution, any Place, any Community and any Society, those Institutions Places and People will Collapse in No Time. That fundamental basic and indispensable are the SC&ST Dalits to the Nation, in the Indian Situation. Yet, this Nation, and the society here had traditionally been suppressing oppressing exploiting victimising harassing dehumanising and betraying the SC&ST Dalits, right from the beginning and throughout the known history of the sub-continent.



In spite of the Historic Massive Oppressions, SC&ST Dalits by whatever Names they were Called or Referred to or Recorded and Mentioned to, were Always Restless and Impatient. At least the thinkers amongst them were. And many of the SC&ST Dalit Activists, also were looking for every opportunity to escape the massive burden, of the invisible unspoken unbroken social slavery of the Indian System.



Rich Fertile Lands, Perennial Rivers, Seasonal Assured Periodic Annual Rains, attracted massive hoards of invaders from across the mountains on the Northern Frontiers, one after the other, in waves or like chains to keep the Indian Society in a flux and fluid. The situation from across the seas in the southern peninsula, was also not that quiet.



The Indian Nation was always in constant turmoil, till the establishment of the Moghul Rule. Most SC&ST Dalits could not breathe themselves free, to liberate themselves in an organised way, in such constantly changing political scenario, from the underlying oppressive social slavery. Yet many found some openings and small opportunism even under such stressful situations, to join either the new conquering forces, or serve the reorganising and regrouping local native indigenous rulers. And they did themselves and SC&ST Dalit Communities proud in many honourable ways. Local and regional histories are full of such achievements examples and creditworthy proud tales. SC&ST Dalits were also basically shrewd intelligent and very wise, as noted by the Madras Regiment Officials, during the inquiry to reorganise the East Indian Company Armies into an unified British Indian Army.



The Depressed Class People, are Hardworking People, with Native Wisdom and Intelligence about the Land People and Area, Capable of Working to Deliver Goods, and Producing Results in Difficult Dangerous Stressful Situations, even Under Great Strain.



There can’t be any Better Glowing Tribute to, or Commendable Recognition of the Loyalty Honesty Hard-Work and Result Oriented Achievements of SC&ST Dalits. And the big references to great warriors like the SC Dalit Army Chief, of the Palanaadu Rulers of Southern Coastal Andhra, and the small SCST Dalit Boy who shamed Shankara, and made him think reflect contemplate debate teach and preach about dwaida and athvaida before he became known as Adhi-Sankara, are noteworthy and the SC&ST Dalits really very proud.



Conversions in Large Numbers, directly and indirectly influenced, took place after the coming of Arab and Muslim Traders, and later the Islamic and Moghul Rulers. The Muslim ways of Life and Trade, also produced a large number of small Trades, Traders, and Jobs. They were paying liberating and humanising, as compared to the oppressive yoke of the traditional Indian cultural economic social System based on Caste Equations within the Country. Hence, large numbers of SC&ST Dalits, moved over to tailoring, leather, brassware and other trades both as labourers and artisans. And the converted Muslim SC&ST Dalits were also learning to read write and recite Koran. They were also listening to the preachings of the Maulvis, think debate and discuss. These were not good signs for all the traditional carefully maintained historic caste system, caste values, caste equations, and the prevailing unequal caste based cultural economic social and political relations. More disturbing were the increasing realisation of SC&ST Dalits, the new sense of Brotherhood and Equality in the Mosque and in the Muslim Society. Hence Akbar and many of his Descendants were to considerable extent, influenced by collaborating local chieftains, and with marriages and marriage alliances with elite girls and women. Akbar and some of his Successors were also religiously weaned away from Islam and Koran, and the Muslim Ways of Life. that helped the social forces to retain most of the SC&ST Dalits under their old oppressive traditional controls and influence.



With the coming of the subsequent powerful and well organised western trading colonisers, large numbers of poor marginalised and discriminated SC&ST Dalits joined the services of the Whitemen as attendants, orderlies, ayahs, maids, caretakers, cooks, butlers, servers, servants, sweepers, cleaners, workers, watchmen, watch and wards and also as sepoys/soldiers. Many went overseas to fight as soldiers or as followers, or as Labourers and Plantation Workers.



Some SC&ST Dalits, after their Assignments and Works Abroad, Returned Back to the Country. But many SC&ST Dalits settled abroad in Ceylon, Burma, Indonesia, Malaysia, Mauritius, Middle East, Europe, Latin America, Australia and New Zealand. How many of our forefathers had fought honourably and with great valour in the Crimean, first and second World Wars, or in the India-Pakistan, or Indo-Chinese wars.



In the Missionary Church and Colony run Govt Schools many SC&ST Dalits got Good Open Liberal Education. Based on their education, many got jobs in the Church itself or in the Church Schools and other Church Institutions like Libraries, Printing Presses, Hostels, Seminaries etc. Others got jobs, in some European Companies in the Country, like Cotton and Textile Mills, Tea-Estates, Coffee and Rubber Plantations. Some even joined Govt Services in the Army, Railways, P&T, and in Provincial and Central Govts.



Influenced by the colonising Whitemen’s ways of life, many SC&ST Dalits, Converted into Christianity. Some even managed to go abroad for higher Studies. That, even before Baba Saheb Dr Ambedkar. Those were disturbing to traditional SC&ST Dalit exploiters. They were worried about the loss of social control over SC&ST Dalits, and ultimately loosing the SC&ST Dalits, their almost free labour, their creations, their services, and all the more important, rather free opportunities to sexually exploit SC&ST Dalit Women or molest them at the slightest excuse or opportunity.



The Traditional Indian Society and their elites, were particularly much disturbed, by the entry and growth of the SC&ST Dalits in the British Army. The SC&ST Dalits in the British Army were growing-up in stature and rank, with full consciousness dignity and self-respect. A good opportunity came for them in 1857 Sepoy Mutiny. Though the Mutiny was crushed in a systematic manner, the old East-India company rule was replaced by direct British Crown Rule. And the British Govt went into the question of mutiny and how to prevent it or similar problems and unrest. Hence the British decided to leave the Indian Society alone. And not try to reform it anyway, or make it modern. And most of the Christian Missionaries were warned and advised to desist from trying to bring about any social changes. Hence the basic concepts of modernisation, justice, equality, and rule of law for all practical purposes were given up and suffered. All through the British Rule they virtually limped along.



The biggest casualty of the 1857 Sepoy Mutiny was SC&ST Dalits’ Education Employment Growth and Liberation. All SC&ST Dalits were released from the army, and their units demobilised disbanded.



Those were specifically done, to please satisfy and win over others, and not to offend the sentiments of others. In addition the British Govts went the extra mile to please various castes, by organising, and specially raising many caste based battalions. Thus, the caste conscious others, would not have to serve along with, or under any capable and meritorious or senior SC&ST Dalits, one or few ranks above the others. And in spite of the Imperial all powerful Christian British Rule, the SC&ST Dalit Converts to Christianity were not treated honourably by others. That, whatever was the converted Christian SC&ST Dalits’ capabilities responsibilities achievements recognitions education and jobs.



The Christian SC&ST Dalits were all forced to live, either in their old traditional secluded SC&ST Dalit Colonies, as SC&ST Dalits; or in the new, but separate Christian SC&ST Dalit Colonies, only as Christian SC&ST Dalits. In many parts of the Country such Christian SC&ST Dalits were known and addressed as the Church Compound Colony People, or as Christian Colony People. Here the reference to Colony and Colony People, refers to and stands, only for SC&ST Dalits. So particular specific and cruel had been the Indian Society, as if they had thought over them, deliberated, decided and issued a Fatwa. For, this practice and concept both are to specifically segregate SC&ST Dalits, converts or no converts, educated or not educated, employed or not employed, seniors or juniors, officials or not. And, this applies to even top administrators bureaucrats and politicians, including Ministers and Political Party Leaders. There is no escape from that.



Imagine the Numbers of Others, who would have served directly under our Great Leader and Messiah Baba Saheb, the long serving Babu Jagjivan Ram, the then Home Minister of the Country, Sardar Buta Singh, highflying Ram Vilas Paswan, and the emerging powerhouse and SC&ST Dalit Leader, Kumari Mayawathy. Many would have directly benefited, taken many advantages personally for themselves and their families, family members, friends and relatives. Do they, save for some odd honourable exceptions, respect anyone of our leaders under whom they had served and benefited directly? Often, even in our own presence, they make many unpleasant and unsavoury remarks and comments, in the name of being fair honest and neutral. Rascals! I have no better honourable printable word or words for them. That was really sad.



Why are all these things being Written and Recounted? For Two Important Reasons.



First, we are no simple easy pushovers. We have our histories, traditions, reputations, capabilities, contributions, dignity, self-respect, pride, honour and place in the history, and in the making of the Nation. We therefore have our own standing.



Second, we have all along been oppressed, suppressed, denied recognitions, and beggared up all through the history. Not one or two years, but for generations and centuries, nearly over five millenniums. The Crimes of this Country against SC&ST Dalits are Unforgettable and also Unforgivable.



One can blame the Crimes of this Country against SC&ST Dalits it to Religion Rituals Customs, and or the much blamed Degenerated Social Forces, or the so called Caste Distortions. But the Reality that, millions and millions of people, more than 260 million plus today, suffer untold sufferings and deliberate, often calculated injustices, can not be denied. Neither could they be just wished way, or hidden easily. Nor could they be dismissed and set-aside, by someone apologising doing penance or saying simply sorry. One should suffer, see your dear and near ones cry, helplessly die, wither, suffer; or their lives aspirations hopes and even young bodies deliberately trampled upon by the caste forces, molested raped hurt, limbs broken or dismembered, lynched, killed and burnt alive right before you and your eyes! What cruelty? That is the reality and lives of SC&ST Dalits even today in the twentfirst century of the third millennium. Hence, one can not simply wish hope and think that things will change in the near future. And that is the betrayal, a deliberate calculated meticulous pre-planned or historically and socio-culturally programmed great criminal betrayal!



One can dispute the second, but can neither deny nor offer any promises contrary to the realities or different from the promises and happenings of the past. Let us take the recent betrayal of the SC&ST Dalits. The very recent ones. The betrayal of the Constitutional Promises to the SC&ST Dalits. Do this Nation believe or ever believed, or will ever believe in the Rule of Law, Supremacy of the Constitution, and hallowed Values of Justice? These bring in their wake the basic fundamental concept of the Jurisprudence of Crime and Punishment. Does any one feel like, abiding by any of the Principles of the Jurisprudence of Crime and Punishment? If yes, the lamp posts in the Nation will not be adequate to hang all those committing day light murders of SC&ST Dalits in the Country.



The Constitution of India, one of the longest, detailed and noble documents of the World is virtually in taters. Amended more than a hundred times within a span of less than sixty years! That is a sad reality, necessitated due to the distortions, by those who had to uphold and defend the Constitution. Let that be there. After all that are the characteristics of the elites in power here in this Country.



Let us have a Word, about Constitution of India. The Constitution had served us well, for the last near sixty years, in spite of endless unwanted petty minded onslaughts on it. In spite of these, the basic character of the Constitution, and almost all provisions therein remain intact, in spite of the innumerable Amendments, and also many silent violations of the Constitution. As the masses are either ignorant helpless and unconscious, or are afraid of challenging the forces that be, or are selfish and indifferent not to bother, those who violate the Constitution and Rule of Law, merrily do that, almost everywhere in the Country. There are many sore unpleasant eruptions and wounds on the body politics in many parts of the Country.



The Constitution of India, has its roots firmly in the British Rule of Law, their Concept of Justice, and the various Govt of India Acts in the long but deliberate journey of the Nation to Self Rule and Independence. And the Constitution of India was greatly influenced by the American Principle of Due Process of Law; the Liberal Ideologies of the French and German Social and Political Thinkers, and the evolution of the earth shaking great Russian Revolution. The most important Provisions are Justice and Equality to differing Groups of People in the Country.



The long Continuum of Denial of Rights and Equalities to the SC&ST Dalits, and all the evil discriminations against the SC&ST Dalits, and the SC&ST Dalits’ endless search and Quest for Justice Liberty and Equality, and Baba Saheb’s Struggles for a solution to the SC&ST Dalits Dilemma and Problems, had cumulatively and collectively resulted in the Communal Award by British in 1932, to different Communities of its Indian Citizens. That actually is the fountainhead, and also the Basis of many different bold Constitutional Provisions of Equality, Protection from Discrimination, Equal Opportunities etc enshrined in the Constitution. One of the Important Players, Contributors of these Ideals, was none other than the SC&ST Dalit Messiah, Baba Saheb Dr BR Ambedkar. It was he, who actually hammered out, and given a final shape to the Constitution of India in the Constituent Assembly, as Chairman of the Drafting Committee of the Constitution. From that exalted position, Baba Saheb piloted steered accommodated defended and expertly fielded the various provisions in the Constitution, to see them passed finally on the 26th of November 1949.



Constitution of India came into effective force from 26th January 1950. Since then, what had been the lots of SC&ST Dalits, Minorities and Backwards in this Country? Less Said, better it will be. There may be many officials, political leaders, and political parties who can count this and that as to be the growth and development of SC&ST Dalits. And there may in fact be many SC&ST Dalits who can concur with them and be happy as having developed. Was that the Dream of Baba Saheb, or millions of the Countrymen who welcomed the Independence, Freedom, the Constitution, and the birth of a massive Republic? As a rice is a measure, of the whole pot of rice being cooked, any one of the following Simple Questions will show the lots and actual situations of the SC&ST Dalits, Minorities and Backwards in this Country –



1. What are the extent of land owning?

2. What are the patterns of houses owned?

3. What are the holdings of resources?

4. What is the ownership of assets?

5. What are the volumes of bank accounts?

6. Where are the concentrations of bank funds?

7. What are the distributions of wealth?

8. Where are the economic powers distributed?

9. What is the Monopoly of Govt Jobs?

10. Where do the bulk of wages and salaries go?

11. Who has the biggest concentration of big salaries and pay packets?

12. Who occupy the best of Power Positions in the Country?



Finally –



Let someone say honestly, as to what are the Share of SC&ST Dalits in Education, Educational Institutions, Govt Jobs, Administrative and Bureaucratic Positions, and amongst the Heads of Departments, Principal Heads of Departments, Executive Directors MDs CMDs, Vice Chancellors, Ambassadors, Secretaries to the Govt of India, and in the States and Union Territories amongst the Chief Secretaries.



Can anyone also explain, the Retirement of SC&ST Dalit Officials at lower positions, the number of SC&ST Dalits forced to take or taking Voluntary Retirements, Chrgesheeted, Suspended without even Charge-Sheets being issued for months together, Terminated or Forcefully Retired or Forced to Retire, and Charge Sheeted or Vigilance Inquiries initiated before they become due for Promotions especially to the Higher Ranks, or before their Retirements from Service?



Similarly can any account be given, about those SC&ST Dalits retired or retiring without any Pensionary or Retirement Benefits?



Can anyone account for any SC&ST Dalits, sponsored for Higher Studies to various Universities in the Country, amongst all those sponsored by Govts for Higher Studies and better Qualifications in the Country and Prestigious Universities and Institutions Abroad?



And does anyone in the Govt or Country have any Account or Data, about the SC&ST Dalit Scholars sent abroad under various Exchange Programmes, and for Assignments with International Bodies like UN etc?



Can anyone consciously honestly and truthfully answer anyone of the above Questions?



If only one can see the benefits accruing, to various different Communities in the Country, we will know, whether at all there was ever here any Rule of Law, or Justice and Fair Play, or did we really give effect to any of the Constitutional Provisions and Guarantees of Equality or any Protection from Discrimination, any Equal Opportunities. And whether any of the Constitutional Provisions for the People were ever implemented? If not, what then are we really? Humans? Or Liars? What is the point in having many noble Constitutional Provisions, if they were only to be or remain interned in the Constitution, to either Sleep or remain Buried for ever?



That is Betrayal. It is a big Betrayal of the Constitution. It is great betrayal of Independence of the Country.



It is Fraudulent Betrayal of Baba Saheb and all that he worked and struggled for. And it is the greatest betrayal of the poor helpless marginalised neglected millions of believing trusting SC&ST Dalits in the Country.
